In France, three million people have no homes at all or unacceptable living conditions. In spite of government action since 1984, the Abbé-Pierre Foundation report reveals that year after year, the homeless or those living in substandard housing have not decreased in number. The situation has even deteriorated slightly since 1996. This failure proves that political action, though essential, is not enough and cannot solve the problem alone. In reality, one crisis hides another: behind homelessness lie problems of habitation and town planning, ‘living together’ and the social bond. The exclusion of the homeless causes other phenomena: low-cost housing situated ever further from the towns; rich ‘ghettos’; environmental consequences; heavy economic losses; the impossibility of managing proximity services; the exclusion of those who are ‘different’ and the end of fraternity. The need to provide emergency accommodation facilities tends to draw media attention away from the plight of those who simply aspire to a decent and permanent home. This can only be achieved if we adopt a new vision of housing, of the town, of living together. In this scenario, the urgent need of a significant minority also represents the hope of the majority of French people. In this book, men and women who fight to overcome the problem in France approach these themes, bringing their analyses, examples of field action and suggestions, in the spirit of the association ‘Habitat et Humanisme’.
